Chief Executive Officer
Bill Barney is Chief Executive Officer of Pacnet. Mr. Barney served as CEO of Asia Netcom (ANC) since November 2005 and Chairman & CEO of Pacific Internet since its August 2007 acquisition by parent company, Connect Holdings. Mr. Barney lead the company through its stages of industry-leading growth since 2002, prior to the transition of Asia Global Crossing (AGC) to ANC.
In the early days of Asia Netcom, Mr. Barney presided over the transformation of one of Asia’s first Chapter 11 casualties (AGC), into one of Asia’s leaders in IP and WAN services. Since ANC’s launch in 2003, the company has achieved industry-leading growth targets and was named "2007 Best Wholesale Carrier" by Telecom Asia. Under Mr. Barney's leadership, ANC was also awarded the International Engineering Consortium's prestigious InfoVision Award in 2006 & 2007, as well as “Data Communications Service Provider of the Year” recognition by Frost & Sullivan in 2005 & 2006.
Prior to ANC, Barney served as President of Asia Pacific at MCI WorldCom where he managed the industry’s fastest growing regional company through an industry leading three-digit growth phase. During Barney’s tenure at WorldCom and UUNET, the company received numerous accolades for its technological leadership in IP services while also being recognized twice as Asia’s Telecom Employer of the Year.
Prior to joining WorldCom, Barney was Vice President of Global One, where he managed operations in the Middle East, South Asia and Africa. Barney began his career with AT&T, where he held a number of key sales and management roles in the international division and domestic sales group.
Barney received his MBA from Columbia University and a Bachelor of Arts degree from Wesleyan University.
WILFRED KWAN
Executive Vice President
Operations and Technology
Wilfred Kwan, Executive Vice President, Operations and Technology is responsible for Network Operations, Engineering, IT, Customer Service, Local Access and Service Delivery. Mr. Kwan previously served as Chief Technology Officer of Asia Netcom (ANC) and earlier as Senior Vice President of Network Operations of Asia Global Crossing.
With more than 18 years of experience in the telecom industry, Mr. Kwan's experience ranges from software development and integrated circuit design to product development, network planning and operations. Mr. Kwan joined ANC from WorldCom Asia Pacific, where he was the Director of Operations responsible for overall operational efficiencies such as MTTR, on-time delivery and operations cost. He also led the implementation of ISO 9000 and cross-departmental processes for quality assurance at WorldCom. Mr. Kwan has also held various management positions with Global One, Lucent Technologies, Motorola and Nortel. Since 1999, Mr. Kwan has served as an advisory committee member to OFTA in Hong Kong.
Mr. Kwan has an MS in Electrical Engineering from Cornell University, where he also received his undergraduate degree in the same discipline. Additionally, he has an MS in Financial Management from the University of London.
BRETT LAY
Executive Vice President
Finance
As Executive Vice President of Finance, Brett Lay is responsible for the company's financial strategies, planning and operations in addition to directing key corporate finance initiatives. He was previously Chief Financial Officer of Asia Netcom.
A 22-year veteran of the telecom industry, Mr. Lay is an experienced financial and operating executive in both startup and mature operating environments. Most recently, he served as an independent financial advisor specializing in asset valuations, capital structures, mergers and acquisitions.
From 1999 to 2003 Mr. Lay served as Chief Financial Officer of Pihana Pacific. While there, he developed and executed the three-way merger of Pihana Pacific, i-STT and Equinix (EQIX).
Prior to Pihana Pacific, Mr. Lay was Chief Financial Officer and director of Asia Pacific at MediaOne Group, Inc., where he negotiated and executed the sale and financings of numerous companies and managed more than $1 billion in operations in seven Asia Pacific countries. From 1985-1999, Mr. Lay held several senior positions at US WEST/MediaOne Group Inc. including executive director international treasury, director corporate strategy, and director financial planning and analysis.
Mr. Lay has an M.S. in Finance and M.S. in Management from the University of Colorado.
GRACE GUANG
Senior Vice President
Legal
Grace Guang serves in the capacity of General Counsel for the Pacnet Group with responsibility for all commercial and corporate legal matters for the company, in addition to regulatory affairs. Ms. Guang previously served as General Counsel for Asia Netcom (ANC) since 2005. Prior to ANC, Ms. Guang was with the law firm of Skadden, Arps, Slate, Meagher & Flom LLP where she provided legal counsel to China Netcom in the corporate reorganization of ANC, in connection with the initial public offering of CNC Group Corporation (Hong Kong) Limited.
Ms. Guang also served as corporate associate at the law firm of Allen and Gledhill in Singapore where she represented clients on a wide range of cross-border transactional matters and provided legal counsel in areas of general corporate law, employment law and corporate administration in Singapore.
Ms. Guang has a Bachelor of Law degree from Columbia University. She is licensed to practice law in Hong Kong, Singapore, New York, England and Wales.
TREVOR DUFF
Senior Vice President
North Asia and ROW
Trevor Duff is Pacnet's Senior Vice President, North Asia and ROW, with responsibility for Japan, Korea, China, Hong Kong, Taiwan, Philippines, USA, Europe and the Middle East. In addition, Mr. Duff oversees Pacnet’s voice business, network trading and business development in his region.
As the lead consultant in the integration of Asia Netcom and Pacific Internet, Mr. Duff has been instrumental in Pacnet’s strategic planning and development process since September 2007.
With more than 30 years of experience in the telecommunications industry, Mr. Duff served in a number of senior executive roles, most recently Managing Director of Australia and New Zealand for US carrier Verizon and previously as the Managing Director of OzEmail. Mr. Duff has also served as a board member for a number of private and public companies.
Mr. Duff is a graduate of the University of New South Wales with Bachelor of Commerce (Economics).
DENNIS MUSCAT
Senior Vice President
South Asia
Dennis Muscat is Pacnet’s Senior Vice President, South Asia, with responsibility for the company’s sales operations in Australia, Singapore, Malaysia, India, Thailand and Indonesia. Mr. Muscat joined Pacific Internet (PI) in 1999 and is a co-founder of the Australian operations. He brings to the company 15 years of leadership and management experience in the Internet Services Providers (ISP) and Information Technology (IT) industries.
Prior to PI, Mr. Muscat held various management positions including Executive Manager Finance at MITS Limited, Manager Group Finance (Commodity Trading Division) with Elders Resources NZFP Limited, and Management Consultant with SIP Pty Limited.
Mr. Muscat is also a Director of the Communications Alliance, Australia’s peak communications industry forum. He holds a Masters of Applied Finance from University of Melbourne and is a Certified Practicing Accountant (CPA).
ANNE ADAM

Human Resources & Administration
Anne Adam is Senior Vice President, Human Resources and Administration at Pacnet. Ms. Adam has more than 14 years of industry experience, and has been with the company since 2000.
Prior to her current appointment, Ms. Adam was most recently Pacnet's Vice President of Service Assurance and Network Operations. Under her leadership, the team achieved incredible results and numerous customer and industry commendations.
Before joining Pacnet, Ms. Adam has also served in various leadership positions at AT&T and Cable & Wireless including recruitment, training, personnel management, operational support and customer service.
LORAIN WONG
Senior Vice President
Marketing & Communications
As Senior Vice President for Marketing and Communications, Ms. Wong is responsible for corporate communications, media/analysts relations, brand management and strategic marketing initiatives for Pacnet. Previously, she served in the same capacity at Asia Netcom since joining the company in February 2003 during its transition from Asia Global Crossing.
With over 17 years of telecom experience, Wong previously served as Vice President of Corporate Marketing and Communications for Qwest Asia and earlier as Head of Corporate Communications for Global One Asia Pacific. She was also Director of Partnership Marketing and earlier Director of Communications for AT&T Global Consumer Services in Southern California, where she won numerous recognitions for her work in multicultural marketing and communications.
Wong began her career in television news and has produced and reported for a number of ABC and CBS affiliates in the United States. She has a degree in Journalism from the University of Texas at Austin, where she also pursued graduate studies in media law.
DENIS GARNER
Senior Vice President
Customer Service
As the Senior Vice President of Customer Services for Pacnet, Denis is responsible for the quality of the Service we provide to our customers and to consistently exceed their expectations and needs throughout our business partnership.
Prior to joining Pacnet, Mr. Garner looked after customer services throughout Asia Pacific and India for Verizon Business. His role was developing the customer interaction interface across the business disciplines and managed the Verizon Centers throuout Asia and Europe. This, when linked with Verizon Business overall strategies provided a consistent Customer Relationship Management model across the globe.
Before joining Verizon in 1999, Mr. Garner was employed by the NCR Corporation as Director ow Worldwide Managed Services for Asia Pacific. In this position, he had the responsibility for the delivery of NCR's Managed Services product portfolio and the development of the business across the region. In addition to this Mr. Garner managed the Mergers and Acquisition group for NCR in Asia Pacific.
Mr. Garner started his career with British Telecom where he served an apprenticeship and gained a degree in Telecommunications and Electronic Engineering. He remained with BT for 12 years and progressed through several layers of management from engineering to sales and general management.
In 1983 Mr. Garner joined Cray Communications and managed a business team focused on the financial sector, with customers such as Lloyds of London and the Bank of England. After spending 3 yeards managing the Watford and City financial teams, he was relocated to Birmingham to manage the Cray central region. After a further 3 years, Mr. Garner was offered teh GM role to commence operations in Australia.
Mr. Garner's management background in sales, marketing, value-added services and call centers which combined with his business experience and financial acument puts him in the ideal position to lead an organization through the current evolving business environment.
